Equality & Diversity
Equality, Diversity & Human rights is about ensuring that everyone using Trust services, and those employed by the Trust, enjoy the same opportunities and standards of treatment or care.
This does not mean treating everyone the same. In fact sometimes we need to treat people very differently to ensure that their needs are met whether as a service provider or in the workplace ensuring that no-one is at a disadvantage.
The Trust takes Equality & Diversity seriously and through engagement both with the Community it serves, with its workforce and other stakeholders in order to continue to strive for improvements. The Trust has a Single Equality Scheme and Action Plan which has been updated to reflect and reference the requirements of the NHS Equality Delivery System.
Single Equality Scheme
The Trust Board received a final draft Single Equality Scheme at its meeting in April 2011; this followed a period of public consultation in the spring of 2011.
At that point the Board approved the Scheme, subject to any amendment required by the proposed development of a national NHS equality framework (the Equality Delivery System) which was finalised over the summer of 2011.
Our Single Equality Scheme has been updated to reflect and reference the requirements of the Equality Delivery System. The amendments do not change the key content of the Single Equality Scheme but ensure areas of overlap are properly managed.

NHS Equality Delivery System (EDS)
The Equality and Delivery System is a national NHS framework developed to promote equality and diversity across all parts of the NHS. It was published on 29 July 2011 by the NHS Equality and Diversity Council following a series of national and regional engagement events.
The EDS is a tool for both current and emerging NHS organisations in partnership with patients, the public, staff and staff-side organisations, to use to review their equality performance and to identify future priorities and actions. It offers local and national reporting and accountability mechanisms. This tool can be used to help make evidence-based decisions taking into account all relevant facts and matters.
The EDS is intended to help organisations to start the analysis that is required by section 149 of the Equality Act 2010 ("the public sector Equality Duty") in a way that promotes localism and also to help deliver on the NHS Outcomes Framework, the NHS Constitution and the Human Resources Transition Framework. It will help providers to continue to meet the Care Quality Commission's "Essential Standards of Quality and Safety". It can be used to support commissioners to identify local needs and priorities, particularly unmet needs of seldom-heard populations, and allow them to shape services around people's specific circumstances, and so help to deliver better outcomes.
The EDS covers all those people with characteristics protected by the Equality Act 2010.
At the heart of the EDS is a set of 18 outcomes grouped into four goals as follows, with a full version of the outcomes in the attached Single Equality Scheme.
- Better health outcomes for all
- Improved patient access and experience
- Empowered, engaged and included staff
- Inclusive leadership at all levels
It is against these outcomes that performance will be analysed, graded and actions determined. The resultant equality objectives and associated actions will then feed into mainstream business planning. The key headlines and action points arising from EDS focused discussions with patients, community members and staff will be kept so that all parties can readily see what is being agreed and which party is responsible for what action.
Locally the progress on the EDS implementation that has been taking place prior to the nationally issued EDS for the NHS has seen the establishment of an Essex EDS Implementation Group that meets monthly until April 2012 to:-
- provide a co-ordinated approach to EDS implementation across Essex
- ensure support for all organisations in the implementation of the EDS
- work collectively on engaging local interests and using results of engagement work to evidence that actions reflect the needs of local communities
- provide routine feedback and assurance on EDS implementation progress to the regional core governance group and to member organisations
The core membership of the group consists of representatives from all 5 acute hospitals including our Trust, South Essex Partnership Foundation Trust, North Essex Partnership Foundation Trust, East of England Ambulance Trust, LINk/Healthwatch, South Essex and South West PCTs and North Essex PCT cluster.
Essex engagement activities in autumn 2011 were held to begin a community conversation on health inequalities with local interests to identify areas of improvement. Five events were held in Chelmsford, Southend, Basildon, Colchester and Harlow.
- Our Trust will continue with the EDS work.
- This will identify further improvements and priorities for equality work.
- The outcomes will be reflected in an annual update to the Single Equality Scheme.
EDS - The Equality Delivery System Actions
The Trust has fully adopted the Department of Health framework for equality and diversity planning and is now developing 'EDS 2', as recently issued by NHS England. We have commenced work on enhancing the goals and outcomes of EDS to align with both existing and planned Trust activities which, in turn, will allow the document to act as a reporting framework as well as a gap-analysis and action-planning tool.
Work on the EDS 2 framework is currently on-going and is due to be completed by the end of 2015
